Minor changes

Typos, examples, non-normative clarifications: PR review by maintainers, merge to main, noted in changelog or commit history.

Major changes

RFC open for community comment → revision → approval → normative artifact update → release pin (schema tag).

Disputes

Maintainers seek consensus first; if needed, document dissenting views in the RFC and proceed with a documented outcome.
